Strengthening Our Community at Our Local Career Center

Many years ago, Santa Cruz County One Stop was founded as a youth-oriented program. The Job Training Partnership Act of 1982 (JTPA) created a foundation for federal assistance programs intended to prepare youths and unskilled adults to enter the workforce by offering educational services and vocational skills training. Under the JTPA, our local career center connected eligible youth of Santa Cruz County with work experience opportunities during the summer. This enabled youths to learn important job skills, gain experience for their resume, and prepare to enter the workforce after graduation.

Over the years, Santa Cruz County One Stop has continued to evolve. In 1998, the JTPA was repealed and replaced by the Workforce Investment Act (WIA). Administered by the Department of Labor, the WIA’s programs and partners delivered job training and related services to underserved individuals. Later, in 2014, the Workforce Innovation and Opportunity Act (WIOA) repealed and replaced the WIA. This landmark legislation focuses on helping underserved individuals prepare for high-quality jobs and careers. It also helps employers find and retain skilled workers.
