On The Job Training
It is the responsibility of supervisors and managers to utilize available resources to train, qualify, and develop their employees.
On-the-job training (OJT) is one of the best training methods because it is planned, organized, and conducted at the employee’s worksite. OJT will generally be the primary method used for broadening employee skills and increasing productivity. It is particularly appropriate for developing proficiency skills unique to an employee’s job – especially jobs that are relatively easy to learn and require locally-owned equipment and facilities.
Student Work Programs
The student work program is an important avenue to career development. On average students work twenty hours a month at a designated job. These jobs help young people develop a sense of responsibility and provide them with valuable work experience. Students may work in a variety of work settings across the County where they learn to basic work skills like showing up on time, getting along with other and following directions.
While both the businesses and students benefit from the work program, the main goal is for the students to experience the feeling that comes from a job well done. Taking pride in the work they do on the job, no matter how simple, can help build their confidence in other ventures.

Work Opportunity Tax Credit
The Work Opportunity Tax Credit (WOTC) is a Federal tax credit incentive that the Congress provides to private-sector businesses for hiring individuals from twelve target groups who have consistently faced significant barriers to employment. The main objective of this program is to enable the targeted employees to gradually move from economic dependency into self-sufficiency as they earn a steady income and become contributing taxpayers, while the participating employers are compensated by being able to reduce their federal income tax liability. WOTC joins other workforce programs that help incentivize workplace diversity and facilitate access to good jobs for American workers.
Apply for Work Opportunity Tax Credit (WOTC) Tax Savings
Employers must apply for and receive certification from the Arizona Department of Labor & Employment WOTC Unit verifying that their new hire is a member of a WOTC targeted group before they can claim the WOTC on their federal tax return. Before a job is offered to a prospective employee, the jobseeker must complete a portion of the IRS Pre-Screening Notice and Certification Request, Form 8850. Participation in the program is voluntary–employees are not obligated to provide the required information to an employer; therefore, employers should first determine whether the applicant is willing to provide the information.

Apply online for a WOTC Internet Account at: Work Opportunity Tax Credit(link is external). After you create an account, you may submit an individual WOTC request to the WOTC Unit; check the status of a completed application; upload a batch file or change profile information.

Forms must be submitted within 28 calendar days from the date the employee starts work. All untimely applications will be denied. To learn more, contact the Arizona DES WOTC Unit.
Job seekers are encouraged to register for work and obtain a conditional certification with the Employment Service Office or at their local community based organization.
Arizona Enterprise Zone Program (EZ)
The primary goal of the EZ program is to improve the economies of areas in the state with high poverty or unemployment rates. The program does this by enhancing opportunities for private investment in certain areas that are called enterprise zones. The program offers two types of benefits: income or premium tax credits and property tax reduction.
